Deciphering Putrajaya's mind games and psycho-warfare.
1. Hisham says Bersih 3.0 does not have traction with the people, is no threat to national security, and hence says Bersih 3.0 can proceed.
This is to win over the hearts and minds of fence-sitters and those who are sympathetic to Putrajaya. They would be made to think that Putrajaya is open-minded and reasonable. At the same time he is trying to make Bersih 3.0 and their supporters look every bit the villain and troublemakers out to disrupt peace and inconvenience businesses around the city, and causing losses and misery.
2. Hisham creates the illusion that he is ceding the authority to DBKL to decide if Bersih could use Dataran Merdeka. If DBKL says 'No", it is not his decision and hence be absolved of blames. BUT, behind the scene he is directing what DBKL should or should not do.
The same applies to the police's stand in not allowing the Bersih's sit-in protest at the Dataran, citing "security reasons". This is actually Putrajaya's stand. If Hisham says Bersih 3.0 is not a security issue, who are his 'machai' to say otherwise? Without Hisham's green light, the police cannot and will not issue the no-go to Bersih's sit-in rally.
The same game is played out with the Occupy Dataran camp-out by students demanding free education at tertiary institutions. First DBKL says it is OK for the students to camp till 28th April. But then after the mob attack on the students by a group of black T-shirt cladded gangsters ( paid?) and public support and sympathy for the protesters seem lukewarm, Putrajaya senses that it was the right time to swoop on them.
3. DBKL and the police are both directly under the command of Putrajaya. For DBKL to say Bersih could go elsewhere to conduct their rally but the police adamant in disallowing it "for security reasons", Putrajaya could only be the hands behind the puppetry.
Putrajaya is trying to win brownie points and sympathy from the public this time around. It intentionally creates a situation that makes it appear reasonable and considerate. BUT, at the back of it, they really want Bersih to be out in the cold and losing support from the people.
Because of the fear of a repeat of public backlash and bad media that resulted from Putrajaya's hard-line stand against protesters during the July 9 2011 Bersih 2.0 Rally, Hisham played it soft this time, even to the extent of saying that Putrajaya was indeed too harsh on the people ( not Bersih 2.0 ) in the 907 incident, to win heart and mind.
But it is all a game as events over the past few days unfolded. Hisham is pulling wool over people's eyes. Do not insult the intelligence of the people lah...they are not stupid. Putrajaya does not respect the people, it seems. And they have not learnt the lesson, yet.
Bersih 3.0 MUST go on...for free, clean and fair election.
